        Not only can they return to fight but they have. There used to be a form of POW status for officers where, in exchange for a personal agreement to cease hostilities he could be repatriated or exchanged but could not serve against his former captors in a military capacity. In Ukraine, in order to be released, some Azov commanders did agree to stop serving against Russia and spend the rest of the war in Turkey in order to expediate the agreement for their release.

        What you also might be thinking of is when POWs get paroled before an exchange, like in the Civil War. You were captured, released, and were held in a camp by your own army, unable to perform military duties, until an enemy was captured. At which point the exchange cartel was notified, and the paroled prisoner could then resume his military duties. The system collapsed when the Union freed black slaves to fight but the re-Confederates refused to include them in exchanges (and instead re-enslaved them).

        POW exchanges can continue for years after a war too. Iran/Iraq famously still had prisoner exchanges 15 years after the war ended.

            A couple things happened:

            1. The Union told the Confederacy that if they executed coloured troops, they'd execute captured Confederates.

            2. Escaped slaves were, for the Confederacy, someone's property. Further, the South was desperately short of manpower for their economy. Especially later in the war once black troops started being used.. They needed the slaves to be put back to work to stay in the war. By the end of the war, the South was even going as far as debating the creation black regiments of their own. Lee himself was a proponent.

            3. The South eventually did try and agree to trade black troops for white Confederates as the war went on, but by then Grant was in charge and wouldn't agree. It was more advantageous to stop the Confederates from having manpower than to trade them for black soldiers.

            4. Some executions did happen, Fort Pillow was a particularly gruesome spectacle. As the (mostly) troops surrendered and threw down their arms they were shot or bayoneted by the attackers. Nathan Bedford Forrest was the Confederate commander and had earlier promised that, should they surrender, they would be "treated as prisoners of war. " Numerous accounts make it impossible to deny surrendering persons were murdered. The "Fort Pillow massacre" was widely reported on in the North and it strengthened their resolve to see the war to its conclusion. The resulting condemnation did nothing to help the south and was therefore not a sanctioned policy. "Remember Fort Pillow!" became a rallying cry for coloured troops.

            Killing POWs is stupid generally, especially when your enemy is willing to trade them for your own troops AND your the party to the conflict with manpower issues. Of the 200K coloured troops who served in the civil war, only a couple hundred were likely killed at Fort Pillow and other places while attempting to surrender and were not statistically relevant.

            Fort Pillow happened on April 12, 1864. The massacre was widely reported and on April 17, 1984 Grant ordered Gen. Butler to demand that black soldiers be treated identically to whites in the exchange and treatment of prisoners. The demand was refused and the exchanges ended. The proximate cause was confederate war crimes and unwillingness to treat black soldiers well.

    Wonder what Russia got in exchange. Probably something stupid, last time a bunch of Azov fighters got released it was because the Ukies captured Putin's kids' godfather and he immediately undermined his own position by practically giftwrapping them back (albeit having them in Turkey to sit out the war)
