The real reason for two guns is because the "terminator" isn't meant to fight. It's meant to look intimidating. It's good for blasting lightly armed partisans who can't hit back. Like most Russian weapons.

the AP is still good if it hits something important like the engine or gear box
and there are plenty of ammo types that have a bit of AP and HE effecs along with fragmentation and or incendiary

That's panoramic sight has minimal magnification of x4 (no 1x setting) and 8 degrees horizontal FOV. It's ok for target search but for looking at terrain and navigating during driving - no. Imagine driving around with binoculars straped to you eyes. But Russians never thought about this aspect when desisned this tonk.
