Soviets had a policy of catering extremely hard to local ethnic minorities in order to buy their loyalty. They could convince them that they weren't the Russian Empire and also it would be clear that if the Soviet system collapsed they'd end up going back to the bad old days of persecution and dominance by the majority. Drawing borders with no regard to language lines and giving people special status territories they were a relatively small minority in was part of this.

NKAO (not the outer territories that were occupied by Armenia) had 94% Armenian population when the USSR was founded and 76% right before it fell.
