at this point why not mount life-rafts and humanitarian supplies on cruise missiles. it's an expensive way to deliver a tent but they have a shelf life so why waste them?
Sea Ceptor launchers are quad-packed, so 48 missiles in those 12x cells
The 8x Mk.41 VLS can also be fitted with 3-pack launchers for Sea Ceptor bringing it up to 72 missiles
I'm guessing they would have to give up the boat bays to put the Mk.41 in there, don't understand how you could fit twice as many of those in the same space as 12 sea ceptor cells.
There's plenty of space for all of it if you look from above.

The entire point of the class is to do low intensity operations. Asking this question exposes OP's ignorance. It's like asking why fisheries protection vessels don't have torpdeos.
Why the frick do you purposely gimp an entire class of WARships? Without battleships and cruisers, they count as major surface combatants. Those things aren't cheap, so why not make them the best you can?
The modern philosophy is to build ships with ability to up the weapon load-out when required, but not maximise it on every vessel out of the drydock. See Denmark and its modular weapon system concept for taking this to the extreme. Military weapons on ships are getting expensive enough that its hard to fully equip a peacetime fleet of a good enough size to keep a proper rota on hulls in service and crews getting proper training in large enough numbers for maintaining skills in the organization as a whole... but if you build the option for upgrading weapons in at construction then you can get the slow, hard part of new hulls sorted and give yourself a decent fleet; then step up weapon outfitting at a later date if a threat arises that needs every vessel to be fully armed.
I think that another thing that people don’t realize certified munitions are not available en mass either. It takes multiple weapons testing periods to certify them so they can be classified as ready for use. With that why would you want to lump all of your certified weapons on a small class of ship? They are there to perform auxiliary roles like screening, ASW, extra anti-missile defense, and an extra ship to take incoming fire so the more important ships take less. Frigates and DDs are though of as expendable when it comes to strike group doctrine while the Shield focused DDs are off on their own watching and waiting for payload intercepts/acquisition.
I think the Royal Navy has alot of VLS cells in total if you compare them to other Navies in the region, don't they have more than Germany and France combined or something silly?
