That is what an Arleigh Burke class or similar expects for most threats even, if you get hit by even one AShM that's a mission kill minimum since they have no armor. The time to mobilize 500k for a drastic positive impact on the Russian war effort was roughly 2020, because they could have done actual division level exercises and used modern-ish equipment like the T-72B3.       Assuming there's actual reasoning behind the decision to target civilians and civilian infrastructure (and it's not just chimping out), the goal would be to force the Ukrainians to keep a lot of their air defense systems back to defend cities hundreds of kilometers from the frontline. Every Patriot missile needed for Kyiv is one that's not sniping Su-34s over Avdiivka. Of course, the winter 2022-23 drone and missile campaign against Kyiv is the only reason Ukraine got Patriot, NASAMS, and IRIS-T batteries in the first place... but c'est la vie

    A missile doesn't cause a building facade to burn, if it hits it, it demolishes the building. If the facade is just a tiny bit hit, that's pretty debris of a shotdown missile hitting things. UAV and Cruise Missile spam is going to be a strategy moving forward, and we need to counter it. They exploit a weakness in modern air defense systems that are looking for a small amount of large fast moving systems.

          By the way just looking at the area where it happened, holy shit that's one of the worst places you could have it happen in. Parking lot on either side, sight lines of up to 500 meters, no real cover besides cars, any area you can escape the theater into is again open, and it's on a little peninsula sorta thing so once you get out you have basically three directions to go, two are across a huge highway that anyone covering the entrance to the theater would also have sight of, and another is several hundred meters down the road down a narrow road without cover or concealment and then across a bridge.

          At least in built up western cities they could put a checkpoint 50 meters down the road and stop the terrorists from running/receive victims, frick. What a mess.
